It is available between 700 AM and 600 PM after reaching at least 40% cycling skill, but you can get there without getting four-stars wanted level after completing the main story mission The Green Sabre. Your objective is to win three mountain races, race starts when you get on the Mountain Bike. Winning first race is rewarded with 500 GTA$, second with 1.000 GTA$, third with 2.000 GTA$, giving 3.500 GTA$ in total. Winning all three races is required to complete the game at 100%.
